
Every year on 9 May, we celebrate Europe Day, an important moment for all the member states of the European Union. This day marks the Schuman Declaration of 1950, considered the beginning of modern European integration and cooperation between European states in order to maintain peace and promote common development. Today, the European Union represents a symbol of unity, solidarity, and democratic values, and one of its essential institutions is the European Council.
The European Council is one of the seven institutions of the European Union and has the role of defining the EU’s overall political directions and priorities, both in the short term and in the long term. Although it has a major influence on the future of Europe, the European Council does not negotiate or adopt European laws. Its main role is to provide political guidance to the European Union and to define the European strategic agenda.
The European Council is made up of the leaders of the 27 EU member states, the President of the European Council, and the President of the European Commission. Together, they discuss the most important challenges and priorities of the European Union and determine the direction of the European project.
During European Council meetings, official conclusions are adopted to highlight important issues for the European Union and the measures that need to be taken. These conclusions may establish clear objectives, deadlines for reaching agreements, or requests for legislative proposals to be prepared by other EU institutions.
The European Council meets regularly in Brussels, and its meetings are extremely important for the functioning of the European Union. During these meetings, topics such as the European economy, security, foreign policy, migration, climate change, and economic competitiveness are discussed.
Most of the time, the European Council takes decisions by consensus, meaning that no member state opposes the adoption of a decision. This method reflects the spirit of European cooperation and the desire to find common solutions for all member states.
However, in certain situations provided for in the European treaties, the European Council may decide by vote. There are three main voting methods: unanimity, qualified majority, and simple majority. Unanimity is required for certain very important decisions, such as determining the number of members of the European Commission. Qualified majority is used for many European legal acts and requires the support of a certain percentage of member states and of the EU population. Simple majority is mainly used for procedural decisions.
The President of the European Council plays an important role in coordinating the institution’s activities and organising meetings. The President facilitates dialogue between European leaders and contributes to finding the compromises needed to adopt important decisions.
Another essential role of the European Council is its involvement in the appointment of important positions at the European level. In addition, the European Council sets the European Union’s strategic agenda for five-year periods. This agenda defines the main priorities and objectives of the European Union.
The strategic agenda for the 2024–2029 period, adopted in Brussels in June 2024, is based on three main pillars: a free and democratic Europe, a strong and secure Europe, and a prosperous and competitive Europe. These priorities reflect the current concerns of the European Union and the desire to strengthen cooperation between member states.
The European Council also plays an important role in coordinating the European Union’s economic and fiscal policies through the process known as the European Semester. This represents the annual cycle through which the economies of member states are analysed and recommendations are made for economic development and financial stability.
In addition, the European Council contributes to defining strategies regarding freedom, security, and justice within the European Union. Areas such as border control, migration, asylum policy, judicial cooperation, and the fight against cross-border crime are discussed and coordinated at the level of this institution.
Over time, the European Council has become one of the most influential European institutions, playing an essential role in managing crises and setting the political priorities of the European Union. Through its decisions and guidance, it contributes to maintaining European unity and advancing the European project.
In conclusion, the European Council is the institution that defines the political direction and priorities of the European Union. Although it does not directly adopt laws, its influence on the future of Europe is extremely important. On Europe Day, celebrated on 9 May, we can better understand how important cooperation between European states is and the role of European institutions in maintaining peace, democracy, and prosperity in Europe.
