
Everything You Need to Know About the Annual Cybersecurity Conference of the Organization for Security and Co-operation in Europe (OSCE) – Resilient Cyberspace – InfoCons Consumer Protection in Cybersecurity
The Annual Chairpersonship Conference on Cyber/ICT Security, Resilient Cyberspace: Principles, Partnerships, and the Path Ahead, was held in Helsinki from 30 September to 2 October 2025.
Accelerating digitalization, new technologies, and growing interdependencies are reshaping the global operating environment. Threats have become increasingly diverse, with cyberspace now a key domain for hybrid influencing activities, crime, terrorism, and warfare.
While states carry the primary responsibility for maintaining international peace and security, the private sector, civil society, and academia also play crucial roles in promoting stability and advancing responsible behaviour in cyberspace.

The OSCE has a vital role in cyber security. Its sixteen voluntary Confidence Building Measures (CBMs) continue to help reduce tensions and enhance security in cyberspace, while also inspiring the wider global community to adopt similar initiatives. Finland’s advocacy for an open, free, secure, and stable cyber domain—anchored in the rule of law, responsible state behaviour, democracy, and human rights—was strongly reflected throughout the discussions. The conference underlined the importance of advancing the concrete implementation of international rules, norms, and principles in cyberspace.
The Chairpersonship Conferences on Cyber/ICT Security are well established as a platform to explore pressing cyber issues in the OSCE region. The Helsinki meeting built on the discussions from the previous conference on Strengthening National Cyber Resilience (organized in Malta), as well as the work of the Informal Working Group established by PC Decision 1039 and related side events.

Sessions
- The opening session featured an insightful keynote address setting the stage for the discussions.
- The second session, aligned with the Finnish Chairpersonship priority of respecting commonly agreed principles and enhancing multilateral cooperation, focused on responsible state behaviour in cyberspace. It also drew lessons from the implementation of OSCE cyber/ICT security CBMs.
- The third session, building on Finland’s earlier side event on Public-Private Partnerships and the Whole-of-Society Approach to Cyber Security (March 2025), highlighted the role of such partnerships in countering cyber threats and strengthening resilience.
- The final session looked ahead to the challenges and opportunities of artificial intelligence and disruptive technologies, examining their potential both as risks and as drivers for peace and security.

Agenda
The conference was preceded by a meeting of the Informal Working Group (PC Decision 1039) and an informal gathering on Uunisaari island on 30 September. The official programme opened on 1 October with a full day of sessions, concluding with a reception. On 2 October, participants joined side events and excursions that showcased different aspects of public-private partnerships in cyber/ICT security, including visits to a university, a private company, and internal security authorities.
