Promoting Open Source Technologies
Europe is home to more than three million open-source contributors, making open-source technologies an important element of the continent’s digital ecosystem.
The Commission’s new Open Source Strategy aims to strengthen Europe’s digital sovereignty by encouraging the development and adoption of European open-source solutions in areas such as cloud computing, artificial intelligence, cybersecurity, internet technologies, and semiconductors.

As electricity demand continues to increase due to the expansion of digital infrastructure and AI-related technologies, the Commission has proposed a Strategic Roadmap for Digitalisation and Artificial Intelligence in the Energy Sector.
The roadmap aims to ensure the sustainable integration of data centres and other digital infrastructure into Europe’s energy system while improving energy efficiency and supporting the transition toward cleaner energy sources.
Among its objectives are the deployment of digital and AI solutions to modernize electricity networks, the wider adoption of smart meters, and the development of secure AI models trained on European data for use within the energy sector.
According to the Commission, these measures could help consumers gain greater control over their energy consumption while contributing to lower energy costs and a more efficient energy market.

Next Steps
Before entering into force, the legislative proposals included in the Technology Sovereignty Package must be negotiated and approved by both the European Parliament and the Council of the European Union.
The European Commission has also announced further initiatives to support Europe’s digital transformation, including the launch of a call for AI Gigafactories and consultations aimed at creating new financing mechanisms for strategic technology projects.
