On 20 July 2026, the Commission announced that the Digital Product Passport (DPP) Registry is now live, launched together with a dedicated testing environment. It is a quiet, technical milestone with enormous practical consequences: for the first time, the backbone that will allow millions of products sold across the European Union to carry a trustworthy, machine-readable "passport" of information is up and running.

For consumers, this is the moment an abstract idea from EU legislation starts to become something they will eventually be able to scan, read and rely on. For businesses, it is the point at which the Digital Product Passport stops being a future obligation and becomes an operational system they can begin to test and integrate today. And for the wider goal of a circular, transparent Single Market, it is a foundational step. Here is what the launch means, how the Registry works, which products it covers, and why it matters for every European who cares about what they buy and how it is made.

What the Digital Product Passport actually is

The Digital Product Passport is best understood as a digital container of product information. Instead of the sparse details printed on a label, a product's passport is designed to hold structured, reliable data about that item — information that can strengthen supply chain transparency, support more informed consumer choices and make it easier for companies to demonstrate compliance across the Single Market.

Crucially, the data itself is stored in a decentralised manner. There is no single giant database holding every fact about every product in Europe. Instead, economic operators must register each Digital Product Passport in the Registry, which provides the secure infrastructure needed to register unique product identifiers and the associated metadata. In other words, the Registry does not warehouse all product information; it is the trusted directory that records each passport's unique identity and the essential metadata that lets systems find and verify it. This decentralised design keeps sensitive commercial data with the operators who own it, while still giving the market a common, dependable point of reference.

The legal foundation: Ecodesign for Sustainable Products

The Digital Product Passport is not a stand-alone gadget. It was established under the Ecodesign for Sustainable Products Regulation (EU) 2024/1781, the EU's flagship framework for making the products placed on its market more durable, repairable, recyclable and resource-efficient. The DPP is one of the central tools through which that regulation is meant to work, because sustainability commitments are only as good as the information available to verify them.

The launch of the Registry follows the adoption of an Implementing Regulation that establishes the practical arrangements for how the Registry operates. That legal step is what brings this essential component of the Digital Product Passport system into actual operation, moving it from principle to practice. The Implementing Regulation does three concrete things: it sets clear rules for access management and user verification; it defines the requirements for the registration and storage of the necessary data; and it lays down the technical architecture of the Registry itself. It also clarifies the respective responsibilities of the European Commission and of the EU countries, helping to ensure legal certainty, predictability and trust — three qualities without which no compliance system can succeed.

Which products will carry a passport

One of the most common questions about the Digital Product Passport is simple: which products will actually have one? The Registry is built to support products covered by the Ecodesign for Sustainable Products Regulation, and the Commission has named the first categories in scope. These include textiles, steel and aluminium, tyres, furniture, ICT products and energy-related products — a sweep of everyday and industrial goods that touches almost every household and supply chain in Europe.

Beyond the ecodesign categories, the Registry will also support product groups covered by other pieces of Union legislation that require Digital Product Passport registration. Among these are certain large batteries, construction products, toys, detergents, and end-user surfactants. The breadth of that list is a signal of ambition: the Digital Product Passport is not intended to be a niche label for a handful of green products, but a common language of transparency designed to spread, sector by sector, across the goods Europeans use every day.

How the Registry works in practice

The Commission has been careful to design the Registry around three watchwords: usability, interoperability and trust. Responding to feedback from EU countries and stakeholders, it has tried to make the system genuinely workable for the businesses that must use it rather than an additional bureaucratic burden.

Registration is available through either a secure user interface or an application programming interface (API). That dual approach matters. Smaller operators can use the interface directly, while larger companies can plug the Registry into their existing digital systems through the API, integrating registration into the software they already run. This flexibility lowers the barrier to compliance and reduces duplicated effort.

Economic operators can also request proof of registration in the form of a secure electronic document. This is more than a formality: such proof can be used to demonstrate compliance with third parties, and it is especially valuable in business-to-business (B2B) transactions, where one company needs to reassure another that a product genuinely meets its obligations. In a complex supply chain, a verifiable proof of registration becomes a portable token of trust.

To make all of this interoperable, businesses will have access to a free semantic repository that provides machine-readable data models, definitions and vocabulary across product groups through documented APIs. In plain terms, this is a shared dictionary and grammar for product data. When every operator describes a material, a component or a characteristic using the same agreed definitions, information can flow reliably from one system to another. This supports interoperability, facilitates data management, and helps reduce administrative burden as the Digital Product Passport is rolled out across different sectors. Finally, the Registry includes a verification framework and a logging system that strengthen security, accountability and reliable access management — ensuring that only authorised actors can register or alter information, and that there is a traceable record of who did what.

Six standards to make it all fit together

A registry is only useful if everyone builds their passports the same way, and so the launch of the operational infrastructure has been accompanied by important standardisation work. In parallel with the Registry, and to facilitate the creation of Digital Product Passports, harmonised standards underpinning the interoperability of the DPP system have been developed in close cooperation with CEN-CENELEC, the European standardisation organisations.

Of the standards developed, six are already available and published by the national standardisation organisations. They cover the essential technical building blocks of the system: unique identifiers, interoperability, data carriers, APIs, data exchange protocols and data storage. Taken together, these standards define how a product is uniquely named, how its passport is carried and read, how systems talk to one another, and how the underlying data is exchanged and stored. References to the harmonised parts of these standards have already been published by the European Commission, giving industry a clear, common technical rulebook to follow.

The road ahead: a testing phase and the first deadline

The system going live does not mean the obligations bite overnight. The current phase is deliberately a testing phase, intended to help ensure a smooth rollout ahead of the first implementation deadline, which falls on 18 February 2027 for certain types of large batteries. Batteries are, in effect, the first sector to cross the line into mandatory Digital Product Passports, and the months between the launch and that deadline are a window for operators to prepare, experiment and get things right before compliance becomes obligatory.

To that end, economic operators can now access the testing environment, along with technical documentation, implementation guidelines, webinars and up-to-date information through the Commission's new DPP website. A dedicated helpdesk is also available to support businesses throughout the registration process. The Commission has stated that it will continue to support implementation and ensure that the Registry remains accessible, secure and effective for all users. This emphasis on hand-holding during the transition is a recognition that the success of the Digital Product Passport depends not only on good rules, but on companies of every size being able to comply without being overwhelmed.

Why this matters for consumers

For the European Consumer, the Digital Product Passport is one of the most promising transparency tools to emerge from EU policy in years. Today, shoppers who want to make sustainable, informed choices are often forced to rely on vague marketing claims, incomplete labels, or their own guesswork. They cannot easily verify how a garment was made, whether a product can be repaired, what a battery contains, or how an item should be recycled at the end of its life. The Digital Product Passport is designed to close that information gap.

By putting the operational foundations of the Registry in place, the Commission is making it easier for economic operators to register product information, demonstrate compliance, and exchange reliable, interoperable data across the Single Market. The downstream benefit for consumers is significant. Reliable, structured product data is precisely what allows people to compare products honestly, to reward genuinely sustainable manufacturers, and to see through unsubstantiated "green" claims. Transparency is the natural enemy of greenwashing, and a well-run passport system gives that transparency a dependable technical home.

The Digital Product Passport is also described by the Commission as a key enabler of the circular economy, a more transparent Single Market and more informed consumer choices. Each of those three outcomes speaks directly to consumer interests. A circular economy means products that last longer, can be repaired instead of discarded, and can be recycled properly — reducing both household costs and environmental harm. A more transparent Single Market means fewer nasty surprises and more accountable producers. And more informed choices mean that the power to drive markets toward sustainability is placed, at least in part, in the hands of ordinary people at the moment they decide what to buy.
